According to the yellow sticker pasted to the driver's window of this Mercedes sport utility vehicle parked
on University Way (overlooking Lambeth Field), it has been grabbed since 9:45am on July 25 by the jaws of a device whose inscription reads: "Pit Bull Tire Lock." UVA's Parking and Transportation Department announced two years ago that it would start using immobilization devices on its more serious unpaid-ticket scofflaws.

I see the city went with the cheapest tire/wheel lock they could find, too
One wonders: what penalty is attached to super gluing the locks?
