Pedestrian struck on Lee Street

The Emergency Communications Center reports that a 48-year-old male pedestrian has been struck by a Chevy Lumina in the 1200 block of Lee Street. The pedestrian is reportedly alert and talking. The incident occurred shortly before 8am.

Who struck whom .. Did the pedestrian walk into the car or did the car hit the pedestrian?

Shouldn't the police write a ticket for the man who was struck by the car, or are those only for pedestrians in wheel chairs?
