Lowry finally declares

news-lowryspeech1resizeClad in his usual bowtie, independent John Lowry officially announced his candidacy for the Samuel Miller District seat on the Albemarle Board of Supervisors June 3. He faces Republican Duane Snow and Democrat Madison Cummings for the seat held by Sally Thomas for four terms.

I've heard he doesn't have a chance and that Snow is the hands down favorite to win this race. Wonder why he's doing this ?

I've also heard he has expressed his support for the adopted water supply plan.
