LETTER- Annual Manual led pedestrians astray

I found the [August 3] Annual Manual, Collector's Edition to be quite informative. However, I might have to disagree with a statement on page 38 regarding pedestrians.

This was a question that I got wrong when I took my Virginia's driving test so many years ago. At that time, I was told that motorists are required to yield to pedestrians at all times, but pedestrians only have the legal right-of-way when they are in a crosswalk.

A minor point, but then, aren't they all?

P.S. We learned of several other errors in the Annual Manual:

- In our celebrities list, we included Grammy-nominated musician John McCutcheon, but he has moved to the Atlanta area.

- In our groups list, we portrayed Charlottesville Young Professionals as a singles club, when its leaders say it's not thusly restricted.

- In our book section, we gave the wrong date of the sixteenth annual Virginia Festival of the Book. The correct date range is March 17-21, 2010.

- In our transportation section, we forgot that, in 2007, Albemarle joined Charlottesville in eliminating the requirement that cars bear a personal property tax decal. 

- In our media section, we somehow omitted the monthly Crozet Gazette. (We also received suggestions to include the annual Magazine of Albemarle County History and the quarterly Warrenton-based Piedmont Virginian, and we'll take that under advisement.)
