Charlottesville Police appear to be doing some sort of training as they ride along the Downtown Mall. Police are the only citizens permitted to pedal on the pedestrian park.

Why can't these cops patrol the corner at uva more. You can't even visit the stores on the corner without being harassed or yelled at by Dave's little treasures. It's so nice to use the stairs and alleyways near uva with the smell of urine from the drunk homeless.
The 911 center received complaints about his activity. Citizens didn't know it was cops in training. Maybe they should have timed their training a little better so it didn't upset everybody strolling up and down the mall.
