Citizens lay down the law

Delegate Rob Bell believes in government by the people, and that's why he has an annual gathering of the folks behind the bills he carried to the General Assembly this past year. Some were such obvious good ideas, he says, that people couldn't believe they weren't already laws. Eleven of this year's 12 citizen lawmakers showed up at high noon July 15 in front of the Albemarle County Circuit Court to be recognized for their efforts, which, on July 1, became the law.
